The negotiations which entued have culminates in the offer sæde at (o) of als Excellancy's letter of Lind August 1929 of which a copy is enclosed. it will be seen that the Colonial Government are prepared to pay two million dollars to My Lords in return for the Burrender of the Areenal Yard and Kelletts Island. The Military Authorities have been associated with the negotiations and, as will be seen from the enclosed copy isr office letter dated 31st January 1930, the Army Council are prepared to hand over the site required on Stonecatters Island for the new Engasine Retablishment subject to certain stipula- tions which by Lorde are considering and which they do not anticipate will give rise to any difficulty.
